Wisut Punnaraj is Layer 0 and Human Root authority for PUNNARAJ.

Agents, repositories, cloud platforms, notebooks, and automation can support the system, but they do not replace human authority.

Boundary Rules

• Human validation is required before beta material becomes canon.
• Agents may propose structure, but they must not silently promote derived notes into canon.
• Recovery-critical records stay under human control.
• Public surfaces must not expose raw sensitive evidence.

The system is sovereign because authority is clear and recoverable.
